Name that Album Cover

I apologize for the lack of posts lately (although it has crossed my mind that there are some to whom this is nothing less than an answer to prayer). I think the nasty weather has short-circuited all three of the synapses in my brain that are dedicated (parttime, anyway) to creativity, which has led to more watching of network TV than usual. Did you know that you can watch "Law and Order" 24 hours each day, on every channel? Anyway, that's totally irrelevant to the point of this post, which is to say...hey, look! A baby squirrel...

Now, how about a contest in which I scan a portion of the cover of an obscure album and ask you to identify the title and the artist? Well, that's what I thought you'd say, but I'm doing it anyway. Here 'tis:

Don't bother checking the image URL; there's no clue here!

A hint? Sure. 1983.

Jim, I've probably mislead folks with my reply to Pattie...Kid Creole isn't correct, but it's a group (aha! that's a clue...) with a similar campiness, and even more obscurity. Think "one hit wonder," only this group released only one album, period.

And although the album was released in '83, the lone semi-hit from it didn't chart until early '84.
